Golf Course Expansion Project: RFQ Information & Documentation
The Williston Parks & Recreation District (WPRD) is seeking qualified firms to provide Construction Management at Risk (CMAR) services for the expansion and reconstruction of the golf course.
How to Submit
Interested firms can submit their contractor experience, qualifications, cost proposal as well as required documents by email to Joe Barsh, Williston Parks & Rec, Excutive Director. Submissions shall be received by November 7, 2025, at 12:00pmCT.
Note: If the response does not meet the specifications in the RFQ, the provider may be deemed non-responsive.

Project Overview
This expansion transforms one of Williston’s most cherished recreational assets into a full 18-hole course.
- Estimated Budget: $15–$20 million
- Design Partner: Norby Golf Course Design
- Community Support: 82% voter approval to renew WPRD’s 1% sales tax funding (June 10, 2025)
Construction Timeline
- Spring 2026: Begin work beyond the current nine holes
- September 8, 2026: Official course closure for major expansion
- 2027: Full construction season, course closed
- 2028: Project completion and reopening
Note: WPRD reserves the right to accept or reject any or all items therein, to waive any irregularities or technicalities, and to contract in the best interests of WPRD. Responses shall remain valid and subject to acceptance at any time within sixty (60) days after the submission deadline, unless a longer period of time is mutually agreed upon by the parties.
